In 2026, the core architecture of Australia’s skilled migration program remains unchanged — 189 (Skilled Independent), 190 (State Nominated) and 491 (Skilled Work Regional) all draw from the same EOI (Expression of Interest) points system, but each pathway differs significantly in occupation eligibility, points required and where you’re allowed to live.

Key occupation list changes for 2026

The Department of Home Affairs updated the MLTSSL in late 2025, adding the following occupations that matter to Chinese applicants:

  • ICT Business Analyst (returned to MLTSSL — removed in 2024, reinstated in 2025)
  • Data Scientist (added to MLTSSL for the first time)
  • Civil Engineer (retained, with a 15% increase in allocation)
  • Registered Nurse (retained, with strong allocation — EOI 65 points is enough to receive an invitation)

Accountant remains on the MLTSSL, but competition for invitations is fierce — the actual 189 invitation threshold sits at 95–100 points, while 190 state nomination requires roughly 85–90 points.

Which pathway should you choose?

Scenario 1: Your occupation is on the MLTSSL and you can reach 90+ EOI points → 189

189 is the most flexible PR visa — no state nomination, no regional requirement. Once granted, you can live and work anywhere in Australia.

How to maximise your points:

  • Age 25–32: 30 points
  • IELTS 8 (or PTE 79): 20 points
  • Australian qualification (Bachelor or higher): 5–15 points
  • 3–5 years of Australian work experience: 5–10 points
  • NAATI accreditation or Professional Year: 5 points
  • Single, or partner with a skills assessment: 5–10 points

Note: EOI is a ranking system, not first-come-first-served. Even if you meet the 65-point minimum, actual invitations depend on the points distribution in your occupation’s pool.

Scenario 2: Your occupation is on the MLTSSL but your points are short, or it’s on the STSOL → 190

190 gives you an extra 5 points for state nomination, and some states prioritise specific occupations (e.g. South Australia for health and engineering, Victoria for ICT, New South Wales for high-scoring applicants across all industries). Once granted a 190 visa, you must live in the nominating state for 2 years, after which you’re free to move elsewhere.

Scenario 3: Your points are below 65, or your occupation isn’t on the MLTSSL/STSOL → 491

491 adds 15 regional points, making it the most accessible option for lower-scoring applicants. Regional areas include Adelaide, the Gold Coast, Perth and Canberra — not the middle of nowhere. To convert 491 to 191 PR, you need to live in a regional area for 3 years and have a taxable income of ≥ $53,900 in each of those 3 years.

Processing priorities (2026 Ministerial Direction)

The Department currently processes applications in the following order:

  1. Employer-sponsored (186/482/494) — highest priority
  2. 189 Skilled Independent
  3. 190 State Nominated
  4. 491 Regional
  5. Others (investment, partner, etc.)

Processing times are roughly 6–12 months for 189, 8–18 months for 190, and 12–24 months for 491.
